Notice of Intent to Sole Source - Mesa Laboratories, Inc. Temperature Sensors for Continuous Monitoring Software (CMS) System The Food and Drug Administration intends to award a Sole Source firm-fixed price contract to Mesa Laboratories, Inc; Lakewood Manufacturing Facility 12100 W 6th Ave, Lakewood, CO 80228 in accordance with FAR part 13.106-1(b)(1)(i). This procurement is being conducted under simplified acquisitions procedures in accordance with FAR Parts 12 and 13. The NAICS code is 334513, Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables. The FDA has a critical need to upgrade temperature sensors for the Viewpoint Continuous Monitoring system that monitors all temperature devices in the Denver Laboratory. The Office of Regulatory Affairs (ORA) / Office of Regulatory Science (ORS) Quality Assurance Program (QMIS) requires temperature monitoring of all samples during storage and incubation. The FDA is in need of Sensors for Continuous Monitoring Software (CMS) System. Mesa Laboratories is the sole manufacturer for temperature sensors compatible with the Viewpoint Temperature monitoring system approved for use by six FDA laboratories. The technologies used in the CMS system are proprietary and Mesa Laboratories is the sole provider that can manufacturer, service and/or install compatible temperature sensors. A loss of this system could jeopardize sample integrity of the Denver Laboratory. This notice is not a request for competitive quotes. However, any party that believes it is capable of meeting the requirements as stated herein may submit a written response, i.e. capability statement, which clearly supports and demonstrates its ability to perform the requirements. Any response shall be received by the response date and time of this notice. Any response shall undergo review to determine if it can meet the requirements. A determination by the Government not to compete this proposed contract based upon a response to this notice is solely within the discretion of the Government. Response Date: 10:00 p.m. ET on July 5, 2019. Please email responses to Piya Sawhney at Piya.Sawhney@fda.hhs.gov.
