Temporary Staffing Agencies (Direct Award)

Roswell Park Comprehensive Cancer Center is soliciting proposals under RFP 27-08 for temporary staffing services through a multi-award model. The center seeks agencies to provide staffing across three primary categories: Locum Tenens and Allied Health (approximately 6 FTEs annually), Non-Clinical and Professional Staffing (approximately 40 FTEs annually), and Executive and Faculty Interim Placement and Search Services (approximately 3 FTEs annually). The resulting agreements will have an initial five-year term with two successive one-year renewal options. Selected vendors will be responsible for candidate sourcing, screening, and placement, while maintaining audit-ready documentation and ensuring strict compliance with healthcare operational requirements and The Joint Commission standards for clinical positions. Proposals must be submitted via email to the Senior Strategic Sourcing Manager by October 27, 2026. Required submission materials include a pricing matrix, service level metrics, a non-collusion affidavit, a bidder disclosure form, and certifications regarding EEO policies and Russian business operations. Vendors must adhere to New York State mandates, including procurement lobbying laws and EEO requirements for contracts exceeding 25,000 dollars. Evaluation will be based on the vendor's ability to meet minimum requirements, their pricing structure, and any proposed redlines to the draft staffing agreement. Successful contractors must also comply with HIPAA, the Anti-Kickback Statute, and specific records retention policies requiring documentation be kept for the current year plus six additional years.
