The Pacific Poppy Project involves the residential development of 19.8 acres of vacant land in Palmdale, California, consisting of a 75-lot subdivision and a detention basin. Project activities include vegetation removal, grading, underground utility construction, building and road construction, paving, and landscaping. Because the project results in the incidental take of 535 western Joshua trees, which are protected under the Western Joshua Tree Conservation Act and the California Endangered Species Act, the California Department of Fish and Wildlife issued Incidental Take Permit No. 1927-ITP-2023-002-05.
