Terrain Awareness and Warning System (TAWS) Notice of Contract Action (NOCA) Subject: C-17 Terrain Awareness and Warning System (TAWS) Tool and annual Database (DB). Closing Response Date: 11 August 2017 Synopsis: The US Air Force Life Cycle Management Center (AFLCMC), Contracting Division for The Mission Planning Branch, Battle Management Directorate (AFLCMC/HBMK), intends to award a sole-source contract to JACOBS Engineering for continued support of the C-17 TAWS Tool and Annual DB sustainment and maintenance, to include mandated software development and testing activities. This effort will support the fielded operational Air Mobility Command (AMC) C-17 missions. This is not a Request for Proposal (RFP) or Invitation for Bid (IFB); the Air Force does not intend to award a contract on the basis of this notice. Although "proposal" and "offeror" are used in this notice of contract action, responses will be treated as information only. It shall not be used as a proposal, nor does it restrict the Government as to its ultimate acquisition approach. The Government does not intend to award a contract on the basis of this notice nor will it reimburse firms for any costs associated with preparing or submitting a response to this notice. Interested parties may submit unclassified responses to this notice by email to Joshua Naim at joshua.naim@us.af.mil. No other communications will be entertained. We anticipate a sole source contract action under 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(ii). This contract will be awarded under "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." There is currently only one responsible source and no other type of supplies or services that will satisfy Air Force (AF) requirements without substantial duplication of cost not expected to be recovered through competition and unacceptable schedule delays in fulfilling AF requirements. A Justification and Approval for proceeding with this acquisition under Other Than Full and Open Competition will be posted within 14 days of any contract award. An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract. AFLCMC Ombudsman Acquisition Excellence Directorate Attn: Lt Col Peter A.
