Full Description

The Naval Air Systems Command (NAVAIR) intends to award a Sole Source Delivery Order under Basic Ordering Agreement (BOA) N00019-13-G-0011 with Rolls Royce Corporation (RRC), Indianapolis, IN using Simplified Acquisition Procedures (SAP) under FAR Part 13.106-1(b) to purchase Original Equipment Manufacturer RRC AE1107C engine components. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." As the sole designer, developer, and manufacturer of the AE1107C engine, RRC is the only source that has unrestricted access to the totality of technical data for the AE1107C engine/components. The Government does not possess adequate license rights to the required technical data package necessary to support a competitive procurement to fulfill the requirement herein.
