THE SUPPORT ENCOMPASSES ENGINEERING, TESTING, AND LOGISTICS SUPPORT IN ORDER TO ESTABLISH ORGANIC DEPOT REPAIR CAPABILITIES FOR THE WEAPONS REPLACEABLE ASSEMBLIES (WRAs) - PSC R425 - NAICS 334511 ISSUE DATE 25 APR 2017 - ANTICIPATED CLOSING DATE 03 MAY 2017 - 2:00PM EST. THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER N00164-16-G-JT15. Naval Surface Warfare Center (NSWC) Crane Division located at Naval Support Activity, Crane, IN, intends to award a Job Order (JO) under a sole source Basic Ordering Agreement (BOA) N00164-16-G-JT15. The BOA was issued to L-3 Technologies, Inc., Salt Lake City, UT. Acquisitions under the BOA have been and will be conducted on a sole source basis in accordance with the statutory 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition was the lack of sufficient technical data, restricted software rights, duplicative cost to the Government that is not expected to be recovered through competition, and unacceptable delays in fulfilling the agency requirement through any other source. As a result of this JO the overall contract ceiling for BOA N00164-16-G-JT15 will remain unchanged. The JO is in support of the MQ-4C Unmanned Aircraft System. The support encompasses engineering testing, and logistics support in order to establish organic depot repair capabilities for the WRSs. The contractor shall submit Test Requirements Documents that define test performance, test conditions, diagnostic requirements, support equipment to fault locate, align and verify proper operation of an item under test. A summary of total testing required include input conditions, output measurements, and test points. Request for proposal will not be made available through http://www.fbo.gov. The request for proposal will be provided to L-3 Technologies, Inc. through electronic mail. The proposed noncompetitive contract action is anticipated to be awarded under FAR Part 15, Contracting by Negotiation. The anticipated contract action award date is 14 July 2017.
