TEST SET, RADIO AN/PRM-3X REPLACEMENT

The U.S. Army Contracting Command - Redstone is issuing this source sought synopsis in accordance with FAR 15.201(e) as a means of PLANNING PURPOSES and MARKET RESEARCH ONLY to identify parties having an interest in and the resources that are capable of procurement replacement of Test Set, Radio. The replacement Radio Test Set shall be lightweight, handheld, and meet and/or exceed the baseline functions and parameters as detailed in the draft Purchase Description TEMOD-23-02. The AN/PRM-36/U replacement, currently referred to as the AN/PRM-3X/U. The applicable North American Industry Classification System code assigned to this procurement is 334515, Two-way radio repair and maintenance services. This source sought shall not be construed as a request for quote (RFQ), or request for proposal (RFP), or as an obligation for commitment on the part of the Government to acquire any product or service. There shall be no basis for claims against the Government as a result of the information submitted in response to this source sought announcement. The Government does not intend to award a contract based on this announcement or otherwise pay for any information submitted by respondents to this request. Should a requirement arise, the full requirement will be detailed in the solicitation, if issued. Submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred. All costs associated with responding to this Sources Sought will be solely at the interested parties expense. This is a new requirement, and all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. All offerors must meet prequalification requirements to be eligible for award. Requirement Statement: The Government seeks white papers regarding their capabilities, past similar experience, and technical approach in support of the procurement of Test Set, Radio. The replacement Radio Test Set shall be lightweight, handheld, and meet and/or exceed the baseline functions and parameters as detailed in the draft Purchase Description TEMOD-23-02. The solicitation announcement and release will include all pertinent information for interested sources to submit their best offers. Bid samples will be required. This procurement will result in a firm fixed price, multiple year, indefinite delivery - indefinite quantity contract. Results of this Market Research will be used to finalize the purchase description. As tentatively planned, once this source sought has closed, the project leader will contact each responding vendor and invite them to attend the TEMOD Joint Working Group meeting with industry. Each vendor's submission will be discussed privately, on a one-on-one basis, between that vendor and the Government. As part of this submission, interested sources should submit their completed Independent Evaluation Plan Questionnaire and AN/PRM-3X/U Purchase Description Questionnaire, which are included as attachments to this announcement. Submittal of information is requested via electronic mail only. The response should include the following: (1) Company information to include: Company name; size of company; cage code; point of contact to include phone number and email address (2) Experience: Provide a list of recent relevant contracts (same or similar in nature of work, size, and complexity to include contract number). Purpose and Limitations: The Government's intent is to better understand the current capabilities and strategies to determine the best solution. Industry feedback is vitally important, and the Government will be receptive to all ideas. Proprietary information is neither solicited nor prohibited; however, if submitted, it should be appropriately marked. Please limit formal white paper submissions to no more than 10 pages and must be unclassified. Electronic submissions are strongly encouraged. All items must be in Microsoft Office 2003 or later format or Adobe PDF format. Not responding to this source sought does not preclude participation in any future RFQ or RFP, if any is issued. If a solicitation is released, it will be synopsized on the SAM.gov website.
