The U.S. Army Corps of Engineers Kansas City District is seeking a small business contractor to perform annual testing and calibration of approximately 80 electrical testing instruments at the Harry S. Truman and Stockton Lake Powerplants in Warsaw and Stockton, Missouri. The contract, solicited under W912DQ26QA057, is a Firm-Fixed-Price arrangement structured as a total small business set-aside, with performance expected to begin on May 15, 2026, and extend through a potential three-year period including two optional one-year extensions. The contractor must provide all personnel, equipment, tools, transportation, and supervision necessary to calibrate testing devices onsite during normal business hours, ensuring compliance with NIST traceable standards, EM 385-1-1 safety protocols, and manufacturer specifications. All personnel must hold current, documented certifications from recognized standards organizations, and the contractor is required to submit an Accident Prevention Plan and Activity Hazard Analysis within 30 days of award. Each calibrated instrument must be labeled with the calibration date, next due date, and technician ID, and bar-coded for inventory tracking using specified identifiers. Calibration certificates and annual service reports must be delivered electronically and in hard copy to the Contracting Officer’s Representative, with all work subject to government acceptance at the plant sites. The solicitation emphasizes non-price factors over cost in evaluation, prioritizing the contractor’s relative experience and past performance on similar calibration projects for federal agencies, with award made on a trade-off basis rather than lowest price technically acceptable. Required documentation includes an amended list of calibrated instruments and a six-page Performance Work Statement outlining deliverables, technical standards, and quality assurance requirements governed by the Quality Assurance Surveillance Plan. Security and compliance obligations are stringent, mandating NCIC-III background checks, antiterrorism and OPSEC training, compliance with DFARS 252.204-7012 for safeguarding covered defense information, and adherence to prohibitions on inverted domestic corporations, convict labor, and procurement from sanctioned regions. Electronic proposals must be submitted as a single PDF under 10MB to designated email addresses by May 5, 2026, and offerors must self-certify as a small business eligible under the SBA’s total small business set-aside program, which includes WOSB, EDWOSB, and 8(a) participants. The contract does not specify pricing details or total value, as these will be determined through offeror submissions,
