The Dalles Dam, Generator Thrust Bearing Refurbishment


U.S. ARMY CORPS OF ENGINEERS, PORTLAND DISTRICT


This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with Revolutionary FAR Overhaul (RFO FAR) part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.


Solicitation number W9127N26QA115 is issued as a Request for Quotation (RFQ), for a firm fixed price supply contract for refurbishment of one main unit thrust bearing at a time with optional increase in quantity for three additional thrust bearings.


Performance Period & Schedule: The delivery period for the base item (first thrust bearing) shall not exceed nine (9) months from contract award. Each of the three (3) optional quantities, if exercised, shall have an individual delivery period not to exceed nine (9) months from the date of the respective option exercise.


Sequence of Performance: Options will be exercised sequentially upon the successful completion and delivery of the preceding thrust bearing. This phased schedule is designed to accommodate the installation of the newly refurbished bearing, the subsequent removal of the next bearing, its refurbishment, and return shipping. Accelerated Delivery Encouraged: While the maximum allowable delivery period for each bearing is nine (9) months, accelerated delivery is highly encouraged to support the government’s objective of refurbishing multiple thrust bearings annually.


 This solicitation is advertised as a 100% small business set aside, under NAICS Code: 332991, Ball and Roller Bearing Manufacturing, with a size standard of 1,250 employees. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award. Lack of SAM registration will make an offeror ineligible for award.

Delivery Information:


The bearings will be shipped from and delivered to The Dalles Lock and Dam, Highway I-84, Exit 88, The Dalles, OR 97058.


The contractor will be required to package and ship the thrust bearings using the original packaging crates that the Army Corps of Engineers used to ship the thrust bearings to the contractor with all shipping costs included in the unit price of the thrust bearing refurbishment.

Similar scope and magnitude are defined as the refurbishment of babbitt bearings and other components, centrifugal casting, resurfacing of metal components and machining operations to precise standards. 52.212-2 Evaluation—Commercial Products and Commercial Services.


(a) The Government will award a contract resulting from this solicitation to the


responsible Offeror whose quote conforming to the solicitation will be most advantageous to the


Government, price and other factors considered. The following factors will be used to evaluate offers:


1) Price Evaluation: The Government shall review acceptable offers by lowest price. Price reasonableness will also be evaluated.


2) Past Experience: The Government will evaluate the offeror's previous experience, knowledge, skills, and abilities performing similar types of work necessary for completion of this contract as an indicator of the understanding of and likelihood in meeting requirements of the PWS. Demonstrated experience must be clearly presented and be appropriate for the proposed approach and methodology of completing the required bearing refurbishment.  


The vendor that provides the requested past experience data that demonstrates their specialized


experience outlined above will be given an "ACCEPTABLE" rating. Offerors who do not provide the requested past experience data will be given an "UNACCEPTABLE" rating.


(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
