The Deseret Public Infrastructure District - Wastewater Extension Project

The Deseret Public Infrastructure District is soliciting proposals for a lump sum, turnkey public works construction contract to design and build a complete and functioning public sanitary sewer infrastructure system in Utah, identified by solicitation number RA26-150 and NAICS code 237110. The project requires the contractor to furnish all labor, supervision, materials, equipment, transportation, traffic control, utility coordination, testing, restoration, and incidentals necessary to construct sanitary sewer mains, manholes, appurtenances, and service reconnections, along with associated trenching, excavation, bedding, backfill, dewatering, pavement and concrete removal and replacement, and full roadway and site restoration to at least the pre-construction condition, including paving, striping, curbs, landscaping, fencing, drainage, sidewalks, driveways, and irrigation systems. The contractor must comply with all federal, state, county, municipal, and special district laws, regulations, and permitting requirements, and is solely responsible for verifying all existing conditions, utility conflicts, measurements, and material takeoffs. The work must be prosecuted diligently with time deemed of the essence, and the project is not considered complete until all testing, inspections, punch list items, restoration, and acceptance criteria are satisfied to the satisfaction of the Owner and applicable governing agencies. Each proposal must include a cover letter, firm qualifications, relevant experience, project team details, technical approach, value engineering ideas with estimated savings, project schedule, cost proposal with line item breakdowns of quantities and unit prices, references, required certifications, a billing example, and a draw schedule. Cost information must be submitted separately and clearly labeled. The evaluation is based on a weighted best value approach, with scoring allocated to qualifications and experience (22.5), technical approach (22.5), cost proposal (20), project understanding (15), project team (10), and schedule and availability (10).
