The Cambria County Conservation & Recreation Authority is soliciting sealed bids online via PennBid for the Ghost Town Trail 2024 Storm Repairs (Twin Rocks Trail Repairs) Project, with bids due by 11:00 A.M. on Friday, June 12, 2026. The project, located in Jackson Township, Cambria County, Pennsylvania, involves the installation of approximately 8,000 feet of stormwater pipe, 1,190 feet of ditch cleaning, erosion and sedimentation controls, and full trail restoration work. All materials, equipment, labor, and services must be provided in accordance with the contract documents, which reference PennDOT Publication 408, ASTM standards for soil and pipeline testing, ACI 301 for concrete, and the Pennsylvania Seed Act of 1965 for grass seed specifications. The work must be completed by October 31, 2026, and may be partially funded by PEMA, FEMA, and local sources, binding the successful bidder to the obligations of those funding agencies. Bidders must submit a completed Statement of Bidders Qualifications, an Equipment List, Audited Balance Sheets for the past three years, OSHA records, Workers’ Compensation EMR and TRFR data, DART incidence rates, resumes of key personnel, evidence of authority to bind the organization, and a signed Non-Collusion Affidavit to comply with state anti-bid-rigging laws. A bid security is required prior to submission, and upon award, the Contractor must furnish 100% Performance and Labor and Material Payment Bonds issued by a surety listed on the U.S. Department of the Treasury’s Circular 570, along with insurance coverage including general liability, auto, umbrella/excess, and pollution liability with a minimum three-year post-completion term, naming the Owner and Engineer as additional insureds with primary and non-contributory coverage. The Contractor must adhere to Pennsylvania Prevailing Wage Rates and comply with the Steel Procurement Act, and all subcontractors require Owner approval with monthly reporting required. Environmental obligations include using EPA-designated recovered materials to the maximum extent feasible and compliance with CERCLA and RCRA. Inspections occur at both manufacturer origin and project site, with acceptance determined solely by the Engineer at the site.
