The Centers for Disease Control and Prevention (CDC) intends to award a sole source contract to the London School of Hygiene and Tropical Medicine, Keppel Street, London WC1E 7HT, United Kingdom to administer the CONCORD Programme: Global surveillance of cancer survival to promote international partnerships to evaluate the effectiveness of glabal cancer control initiatives. The statutory authority of this sole source acquisition is 48 CFR 6.302-1, Only One Responsible Source and No other Supplies or Services will Satisfy Agency Requirements. The NAICS code for this procurement is 541690, with a size standard of $27.5M. The period of performance will be 18 months from the date of award. The London School of Hygiene and Tropical Medicine (LSHTM) sucessfully completed the analysis of the CONCORD-2Study, which involved the receipt, evaluation, analysis and presentation of data from 279 population-based cancer registries including data from 44 registries in the U.S. 4 CDC-funded cancer registries did not participate in the Study because they did not have complete follow-up data at the dtime of the COCNCORD-2 data submission. Since that time, there registries have completed follow-up. To that end, CDC proposes to invite these 4 registries to submit their data to the LSHTM for inclusion in a new study. The proposed analyses will use net survival methods and statistical methods, which were developed for the CONCORD-2 Study. As a result, no competitive solicitation will be posted in FedBizOpps. We will issue only one solicitation to LSHTM; however, all responsible sources that believe they can meet these requirements may submit a capability statement to Christina Cusack via EMAIL ONLY at vfz7@cdc.gov with the solicitation number 00HCUCCB-2015-80830 referenced in the subject line NO LATER THAN August 25, 2015 to be considered by CDC.
