The National Institute of Mental Health (NIMH) intends to negotiate with the State of Maryland/University of Maryland (UMD) supplemental funding in support of Contract No. HHSN271201400045C to ensure the Brain and Tissue Bank can continue to respond to the large number of tissue requests made through the National Institutes of Health (NIH) Neurobiobank. The UMD continues to collect and distribute brain tissue as one of the sites of the broader NIH Neurobiobank but they have seen a marked increase in the number of requests since becoming part of the Neurobiobank and the current staffing levels are unable to maintain the desired efficiency. The acquisition purpose is to supplement UMD's budget to hire an additional full time employee in support of the brain and tissue repository to help alleviate this burden. The additional staff member will help ensure continued success of the bank in fulfilling the large number of requests received by the NIH Neurobiobank. There will be further extensive and unacceptable delays in fulfilling the agency's requirement due to high demands of the NIH Neurobiobank, making competition unfeasible to provide supplemental funding, in a timely manner, under the contract. The North American Industry Classification System (NAICS) is 541711 and the Product Service Code (PSC) is AN11. The NIMH intends to issue a supplemental modification to the aforementioned contract, fifteen (15) calendar days from the date of this notice, pursuant to Authority 41 U.S.C. 3304(a)(1) as set forth in FAR 6.302-1, only one responsible source. THIS IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. No Contract will be awarded on the basis of offers received in response to this notice. All inquiries and concerns must be addressed in writing to: Rosanne Ogoh, Contracting Officer at email: ogohr@mail.nih.gov. Telephone and facsimile requests or inquiries will not be accepted. THE POINT OF CONTACT: Rosanne Ogoh, Contracting Officer
