The Olivenhain Municipal Water District has established an increase in water capacity fees within Zones of Benefit, effective November 17, 2025. Based on the 2023 Water Capacity Fee Study, these revised fees apply to new customers and developments within areas already served by the district, which encompasses approximately 31,000 acres in the northwestern portion of San Diego County. The primary objective is to raise essential funds to cover anticipated capital expenses necessary to maintain existing water service levels. The project is strictly limited to maintaining current service levels and will not be used to expand existing water services. Because the project involves fiscal activities that do not result in physical changes to the environment and is not tied to the construction of any specific project, it has been granted a Notice of Exemption from the California Environmental Quality Act.
