The Government of Manitoba Department of Justice, Corrections Division, (“Manitoba Justice”) consists of Adult Correctional Services and Youth Correctional Services and across the Province of Manitoba operates six (6) adult correctional facilities, one (1) youth facility and eighteen (18) community corrections offices with thirty-eight (38) additional satellite locations to supervise probation and conditional sentences for adult and youth offenders. Manitoba Justice currently utilizes the Corrections Offender Management System (“COMS”) to manage offender data and case files for all of the facilities it operates as well as for supervising probation and conditional services for adult and youth offenders. COMS stores critical information on offenders, correctional centres, probation offices, and supervising staff. Manitoba Justice requires a modern offender management system replacement (also referred to as “OMS Solution”) of the COMS to ensure continuity, security and reliability of offender management services across correctional centres, probation offices, and justice services.
