This contract involves a sole source extension of up to three months, from September 1, 2015, to November 24, 2015, for analytical services and testing at the 222-S Laboratory located on the Hanford Site. The contract modification is with Advanced Technologies and Laboratories International, Inc. (ATL) under contract number DE-AC27-10RV15051, supporting the U.S. Department of Energy's Office of River Protection. The primary mission is to safely manage and safeguard nuclear waste stored in Hanford's underground tanks, ensuring proper analysis and testing while the waste is prepared for treatment and final disposition in the Waste Treatment and Immobilization Plant. This extension is critical for uninterrupted laboratory operations, as the current contract support was set to expire on August 31, 2015. The sole source extension is justified under FAR 6.302-1, indicating that ATL is the only responsible source capable of fulfilling the agency’s requirements during this period. The extension is also necessary due to the ongoing automatic stay of contract performance resulting from a bid protest filed with the Government Accountability Office after the DOE issued awards related to a new solicitation (DE-SOL-0005750). The protest, received on June 16, 2015, delays transitioning to the newly awarded contract, making the extension essential to maintaining continuity of services at the laboratory. Resolution of the protest is anticipated around September 24, 2015, after which the contract situation will be reconsidered.
