This contract modification involves Bearing Point providing office space to accommodate a combined group of up to 42 individuals, including government personnel, government support contractors, and Bearing Point staff, to support the co-location of the Army's PM AcqBusiness Development Team. The purpose of this co-location, under Task Order 0029 issued against a Blanket Purchase Agreement, is to facilitate collaboration in the development of the Army Acquisition Domain Future Business System (FBS). The office space, required to be within ten miles of the Pentagon in Arlington, VA, will include necessary services such as secure and non-secure internet access, video teleconferencing capabilities, controlled security access, LAN administration, parking, and building maintenance. While the contractor will supply standard office equipment, the government will provide computers for government personnel, and the space may involve one-time setup expenses. The lease term will cover up to 18 months, including a base period plus two option periods, ending with the BPA's expiration on September 3, 2008. This sole source modification is authorized under statutory provisions that allow for awarding to only one responsible source when no other supplies or services satisfy agency requirements, given Bearing Point’s current role under Task Order 0029. The modification supports the critical Technology Development phase necessary for meeting the Milestone B approval deadline of December 13, 2007, which is crucial for maintaining the FBS release schedule. Establishing this co-located development environment is essential for progressing PM AcqBusiness Future Business System Increment 1 Release, ensuring timely system development and deployment.
