This award notice concerns a project titled The Synthesis and Preclinical Studies of New Treatments for Neurodegenerative Disease, Diabetes Mellitus, Congestive Heart Failure, Oncologic and Immunologic Disease, identified by solicitation number HHS-NIH-NIDA(AG)-RFP-09-006. The work falls under NAICS code 541712 and is managed by contracts specialists Tawanda Haynes and Craig D. Sager. While initial planning suggested a Cost-Reimbursement contract due to performance uncertainties, the government ultimately selected an Indefinite Delivery, Indefinite Quantity contract. This decision was based on historical data indicating a recurring need for services where precise quantities could not be predetermined above a specified minimum, making the IDIQ structure more suitable for the project requirements.

Full Description

During the initial acquisition planning, the Cost-Reimbursement type contract was thought to be most appropriate since, in accordance with FAR 16.301-2, this acquisition had uncertainties involved in contract performance that would not permit costs to be estimated with sufficient accuracy. After further consideration of the needs under this project based on historical data, it was determined that the precise quantities of services the Government would require during the contract period could not be predetermined above a specified minimum. In addition, historical data for these services showed that a recurring need could be anticipated. Therefore, in accordance with FAR 16.504(b), it was determined that an Indefinite Delivery, Indefinite Quantity type contract would be more suitable than a Cost-Reimbursement type contract.
