The Transportation Security Administration (TSA) is seeking to promote the establishment of preliminary system development gateways by identifying qualified third-party testing facilities for Transportation Security Equipment (TSE). To support this effort, the TSA Office of Security Capabilities has developed a Test and Evaluation (T&E) Process Guide, which serves as a dynamic resource that is regularly updated to reflect evolving T&E procedures. Vendors interested in obtaining this Guide can request it via email, providing specific details such as their name, company, business type, and contact information. TSA encourages feedback and suggestions on the Guide, which will be considered for future updates. This initiative falls under the Department of Homeland Security's Contracting and Procurement office and is categorized with the NAICS code 541330. The solicitation, identified by number HSTS04-13-S-CT9999 and posted in May 2013, is structured as a sources-sought notice aimed at gathering information on potential testing facilities capable of meeting TSA’s standards for TSE evaluation. The primary point of contact for the solicitation is Susan Messina, the Contracting Officer, who can be reached via email or phone in Springfield, Virginia. This effort is part of TSA's strategy to ensure rigorous testing in the development of security equipment through trusted third-party partners.
