The installation will be located in one of the museum’s smaller galleries and may also extend its audience to include babies with their caregivers as well as kūpuna (elders). The selected Project Manager will be responsible for overseeing all phases of the project, from planning and development to final implementation of both the installation and the associated performance experiences. Granite School District plans to award a contract for theatrical licensing of musicals and plays without conducting a standard procurement process, pursuant to Utah state regulations that allow such action when only one source exists or when transitional costs are a significant consideration. This notice communicates the district's intent to secure performance rights from several specific royalty houses that have exclusive control over the licensing rights for various productions. Since each school selects particular shows and works directly with the corresponding royalty house to obtain licenses, no alternative suppliers exist legally to compete for this contract. This award will cover a period of five years starting in July 2026 through July 2031, with expenditures varying annually based on the royalty house and production selected. Vendors who believe they meet the necessary qualifications and can provide equivalent or superior services have an opportunity to submit challenges and supporting documentation via email before the specified deadline. However, no action is required if vendors agree with the notice. The contractual framework reinforces that securing theatrical licensing rights is a specialized procurement driven by exclusive ownership of performance rights, justifying the district’s decision to bypass a conventional competitive bidding process.

NOTICE OF INTENT TO AWARD WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS
The Utah Procurement Code provides that a purchase may be made without engaging in a standard procurement process if it can be determined in writing that: *there is only one source for the procurement item; *transitional costs are a significant consideration in selecting a procurement item; or *the award of a contract is under circumstances, described in rules adopted by the applicable rule making authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit.
Granite School District Purchasing Department has received a request to make the following award without engaging in a standard procurement process:
Requesting School/Department: Granite School District Product and/or service to be purchased: Theatrical Licensing for Musicals and Plays Earliest date purchase may occur: July 2026 Proposed Supplier: Multiple. See List Below

Each school selects which production it will perform and then works with the royalty house that owns the rights in order to secure those rights. Length of notice: Granite School District intends to purchase these products for the next five years, thus this notification will be considered official notification for the subsequent five years through July 2031
Anticipated expenditure: Varies per year and by royalty house.
