Full Description

Subject to final approval, The Bureau of The Fiscal Service, on behalf of the Alcohol and Tobacco Tax and Trade Bureau (TTB) intends to award to Thermo Electron North America, LLC, 1400 N Point Parkway Suite 10 West Palm Beach, FL 33407, on a sole source basis for the purchase of a Thermo Elemental Analyzer Flash 200 and Thermo basic extended warranty. TTB currently uses Thermo Fisher Scientific instruments and requires the replacement of their Thermo Scientific Flash HT NC/OH Elemental Analyzer. It is vital that the new Elemental Analyzer is compatible with TTB's existing Thermo Scientific IRMS. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. The Bureau of The Fiscal Service will consider all affirmative responses received no later than August 8, 2017 at 10:00 AM ET. Affirmative responses shall be accompanied by sufficient documentation to clearly show how it will be advantageous to the Government to switch providers for this requirement. A request for information will not be considered an affirmative response. Responses to this request can be emailed to purchasing@fiscal.treasury.gov- Attention: MRW/HS SS-TTB-17-028. If no affirmative response is received that clearly demonstrates the ability to meet all of the requirements and that is more advantageous to the Government, we intend to negotiate a sole source award to Thermo Electron North America, LLC. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
