AI Contract Overview
The contract specifies the procurement of five self-indicating bimetallic thermometers under NSN 6685-01-273-7837, with a Firm Fixed Price structure and zero variance in quantity. Delivery is required within 107 days after award to the DLA Distribution DDSP New Cumberland Facility in Pennsylvania, with FOB Origin terms placing responsibility for shipment and risk transfer on the contractor until the goods reach the origin point. Inspection and acceptance occur at origin, governed by MIL-STD-1916 or ASQ H1331 sampling methods, with verification levels and AQLs assigned per critical, major, and minor attributes. The item is designated a Critical Application Item and must conform to the Bird-Johnson Propeller Company, LLC P/N P-1-22-10 specification, with packaging strictly adhering to MIL-STD-2073-1E and MIL-STD-129, including the special marking code 05-05 for Delicate Instrument. Mercury or mercury compounds are prohibited in preservation, packaging, and marking, except in functional components like batteries or sensors as permitted under NAVSEA 5100-003D, which require shock-proofing and secondary containment. All supplies must comply with DLA’s Master List of Technical and Quality Requirements, with tailored higher-level quality controls applied. Item Unique Identification is not required per the Service customer’s request. Pricing is uncompleted in the solicitation, and while the contract is structured as a fixed-price award, the full value remains unspecified. The contractor must comply with NIST SP 800-171 for safeguarding covered defense information, must not use prohibited telecommunications equipment under FASCSA, and must ensure all subcontractors downstream meet the same cybersecurity and reporting obligations. Proposals must be submitted via DIBBS, with electronic documentation, traceability data, and DD Form 250 required upon shipment. Past performance, particularly quality and delivery compliance, weighs significantly in the trade-off evaluation alongside price. Payment is processed exclusively through WAWF, and the contractor must adhere to strict labeling, interior documentation, and shipment notification protocols.
