The United States Department of War intends to award a sole source, firm-fixed-price contract to IBM’s Expert Labs Division for the migration, deployment, configuration, testing, training, and implementation of the IBM Maximo Application Suite (MAS) Manage platform, replacing the existing IBM Maximo Asset Management Version 7.6.1.3 environment. This effort is justified under 10 U.S.C. 3204 and DARS 2026-O0020 RFO 6.103-1 due to IBM’s exclusive ownership of the Maximo intellectual property, proprietary migration methodologies, and unique technical expertise required to preserve the government’s highly customized workflows, integrations, security configurations, historical data, and operational continuity without introducing technical, cybersecurity, or lifecycle risks. No other vendor possesses the necessary access to IBM’s internal systems, deployment tools, or product-specific engineering knowledge to perform this complex transition while ensuring continued manufacturer support and compliance with all operational requirements. The contract will have a performance period of twelve months and falls under NAICS code 541512 for Computer Systems Design Services. The work is mission-critical and involves more than standard software implementation—it demands specialized, manufacturer-level engineering to safeguard the integrity of custom government-developed components and ensure seamless interoperability across legacy and new systems. While IBM business partners may offer general implementation services, none have demonstrated the capability to meet the government’s non-negotiable requirements without introducing unacceptable risk. This notice is not a solicitation for quotes or proposals; responses are voluntary and must be submitted via email by July 6, 2026, no later than 10:00 a.m. EST, with the specified subject line and under 5MB in size. The government reserves the right to cancel the sole source award and will consider all submissions solely to determine whether a competitive procurement is in its best interest. The contracting office is located at Washington Headquarters Services in Alexandria, Virginia, with Peter M. Polizzi as the primary point of contact.

THIS IS NOT A REQUEST FOR QUOTES. PURSUANT TO REVOLUTIONARY FAR OVERHAUL (RFO) 5.101(a), THIS IS A NOTICE OF THE GOVERNMENT’S INTENT TO ISSUE A SOLE SOURCE AWARD CONTRACT TO INTERNATIONAL BUSINESS MACHINES CORPORATION (IBM), IBM EXPERT LABS DIVISION FOR MAXIMO UPGRADE.

The United States Department of War (DoW), Washington Headquarters Services, Acquisition Directorate (WHS/AD), intends to award a firm-fixed-price contract on a sole source basis to International Business Machines Corporation (IBM), IBM Expert Labs Division, 1 New Orchard Road, Armonk, NY 10504 (CAGE Code: 30874, UEI: J64CSQTQNRC1), for migration, deployment, configuration, testing, training, and implementation of the IBM Maximo Application Suite (MAS) Manage platform.

The anticipated award will be made under the authority of 10 U.S.C. 3204 as implemented by DARS 2026-O0020 RFO 6.103-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.”  The Government migration of its existing IBM Maximo Asset Management Version 7.6.1.3 environment to the IBM Maximo Application Suite (MAS) Manage platform while preserving the integrity of the Government's existing enterprise asset management solution, including Government-developed customizations, business workflows, system integrations, databases, security configurations, historical asset and maintenance records, and other mission-critical operational data. The migration must maintain operational continuity, data integrity, cybersecurity compliance, system interoperability, and manufacturer support throughout the implementation and transition.

The Government's requirement is not for routine commercial software installation or standard implementation services. Rather, it requires specialized migration services involving IBM's proprietary Maximo Application Suite architecture, migration methodologies, deployment processes, product-specific engineering expertise, and technical resources necessary to migrate a highly customized IBM Maximo environment without compromising existing functionality, compatibility, or supportability.

IBM is the original developer, intellectual property owner, licensor, and manufacturer of IBM Maximo Asset Management and IBM Maximo Application Suite. As the software owner, IBM maintains proprietary knowledge of the product architecture, engineering design, deployment methodologies, migration utilities, and technical resources necessary to perform this migration while preserving the Government's existing customizations and maintaining compatibility with the manufacturer's supported configuration.

Although IBM Business Partners and authorized resellers may provide software licensing, implementation, or general integration services, the Government's market research did not identify any source that demonstrated the capability to provide the proprietary product knowledge, engineering resources, and technical access required to migrate the Government's highly customized Maximo environment while maintaining manufacturer support and satisfying all of the Government's minimum requirements. Award to any source lacking these capabilities would introduce unacceptable technical, operational, cybersecurity, schedule, and lifecycle risks, including potential degradation of Government-developed functionality, data integrity, system compatibility, and continued supportability.

Accordingly, based on the Government's market research and evaluation of its minimum requirements, IBM is the only source identified that has demonstrated the capability to satisfy the Government's requirements without introducing unacceptable performance, technical, operational, or cybersecurity risk.

The anticipated period of performance will be for one (1) 12-month period. The primary North American Industry Classification System (NAICS) code is 541512, Computer Systems Design Services.

This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their interest and capability by responding to this notice via email to whs.mc-alex.ad.mbx.ks@mail.mil , with a file size less than 5MB, Subject Line: Response to NOI KT030220261114 for Maximo Upgrade, no later than 10:00 A.M. EST, July 6, 2026.  All information submitted should support the offerors capability to provide the services required and shall be furnished at no cost or obligation to the Government. The Government reserves the right to cancel the Sole Source Award.

MANTECH NO COST CONFERENCE
Solicitation # HQ003426QE242
Washington Headquarters Services is soliciting a Firm Fixed Price, no-cost contract under NAICS 561920 to provide non-personal support services for the planning, execution, and reporting of the annual Defense Manufacturing Focused Conference (DMFC) and Diminishing Manufacturing Sources and Material Shortage (DMSMS) Symposium. The contract spans a five-year period of performance from November 5, 2026, to November 4, 2031. The selected contractor will be responsible for organizing a four-day annual event for 1,400 to 2,400 attendees and approximately 200 exhibitors, facilitating the exchange of information on defense manufacturing policies and innovations. Because this is a no-cost award, the government bears no financial liability or reimbursement responsibility. The contractor must develop a comprehensive financial plan to recoup costs through attendee registration fees and sponsorship tiers, which will be evaluated for realism and market competitiveness via a required Compensation Matrix. Key personnel requirements include an Audio Visual Coordinator with at least five years of experience. Due to the sensitive nature of the work, the contractor must adhere to strict security protocols, including signing Non-Disclosure Agreements and providing detailed Organizational and Personal Conflict of Interest disclosures. Award decisions will be based on a combined technical and risk rating, prioritizing technical approach and past performance over the compensation model.
