This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and the attached documents. This announcement constitutes the only solicitation; quotations are being requested, and a separate written solicitation will not be issued. Solicitation number OC-OCS-26-C4920 is issued as a Request for Quotations (RFQ). The incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular. The associated NAICS code is 334516 (small business size standard: 1,000 employees); PSC 6640. This acquisition is unrestricted.


The U.S. Food and Drug Administration (FDA), National Forensic Chemistry Center (NFCC), Cincinnati, OH, requires three (3) new Rigaku IconX handheld 1064nm Raman spectrometers, including all standard features and accessories, CommandSuite software, familiarization training for up to six (6) users per instrument, and a three (3) year manufacturer's warranty, in accordance with the attached Statement of Work. Delivery is F.O.B. Destination to Cincinnati, OH 45237, no later than ninety (90) days after award.


This is a brand-name requirement pursuant to FAR 13.106-1(b); "or equal" products will not be evaluated. The Brand-Name Justification is posted with this notice in accordance with FAR 5.102(a)(6). Quotations will be accepted from the OEM or from dealers/resellers currently authorized by Rigaku Analytical Devices; quoters other than the OEM shall submit evidence of current authorization with their quotation.


The attached Combined Synopsis/Solicitation document constitutes the complete RFQ, including line items, instructions to quoters, and applicable provisions and clauses. Award will be made under FAR Part 13 Simplified Acquisition Procedures as a single firm-fixed-price purchase order to the responsible quoter whose quotation is the lowest priced and technically acceptable.
