The U.S. Army Medical Research Acquisition Activity and the U.S. Army Medical Information Technology Center plan to award a one-year contract to Tidal Software of Houston, Texas, for the proprietary Horizon 1.6 software. Tidal Software is the sole source for this product, which integrates critical components to monitor SAP systems operating on Microsoft platforms. Horizon 1.6 operates on a MOM server and supports TEWLS enterprise monitoring, a system that replaces the older TAMMIS logistical system, thereby reducing liability risks and enhancing the Army’s logistical capabilities for medical hospitals. The contract underscores the importance of Horizon 1.6 combined with MOM technology to sustain high availability of TEWLS, essential for the Army’s operations, particularly in the contexts of global terrorism and ongoing military engagements in Afghanistan and Iraq. Market research confirmed that this is the only leading solution compatible with MOM for monitoring SAP applications, making it a necessary acquisition. The Army invites other vendors to respond promptly if they can offer comparable services, but direct telephonic inquiries will not be accepted; communications should be directed to the designated purchasing agent via email.
