The Federal Bureau of Investigation (FBI) is issuing a Sources Sought Notice and Request for Information (RFI) under solicitation number 20270753FDDU to identify potential sources capable of providing DNA Buccal Collection Kits. These kits are used by the Laboratory Division's Biometrics Analysis Section to process DNA databasing samples for upload to the National DNA Index System (NDIS). This is a market research effort for preliminary planning purposes and does not constitute a formal request for proposal or a commitment to award a contract. Interested small and large businesses must submit a capability statement by November 16, 2026, to Contracting Officer Bryan Lane. The required kits must meet international testing laboratory standards and ISO 9000 accreditation. Each kit must include a color-printed FD-936 form on 100# Tag Stock paper, nitrile gloves, a pre-inked fingerprint pad, ink-removal wipes, and a drying envelope with a desiccant packet. A critical requirement is the use of matching 8-character alphanumeric barcodes (format code 128 or 93) across the FD-936 form, the collection device, and the outer kit envelope. The outer envelope must be a non-white, tamper-evident, self-adhesive poly or Tyvek material with a tamper tape closure. Additionally, vendors must demonstrate the capacity to maintain a minimum inventory of 100,000 kits for immediate shipment.

The USDA Agricultural Research Service Quality and Safety Assessment Research Unit (QSARU), Athens, Georgia, is in need of a commercial item that is being acquired from the sole source. The QSARU conducts research (Its primary mission is to perform and publish scientific research in the public interest on a broad range of agricultural and food products and research problems. The unit employs a diverse assembly of specialists and measurement technologies to solve the most demanding agricultural and food quality measurement problems that are of interest because of health, food safety, environmental or trade and economic concerns.) using state-of-the-art equipment for very specific needs. The property that is being solicited is the Time-of-Flight Mass Spectral (TOF-MS) detector for existing LECO GCxGC instrument, serial number 3205. This is an upgrade of the existing system to add an additional detector. The TOF-MS detector will provide critical chemical information above and beyond the current capabilities. The new addition must both be compatible with the existing GCxGC hardware and be recognized and controlled through the operating software called ChromaTOF. A search for competitive suppliers for the required upgrade returned zero results. The search included internet searching (including GSA Advantage), peer surveys and industry expert questioning. No known competitive suppliers exist. Numbered Note 22 applies, except it is modified to read that potential sources have ten days to respond.
