AI Contract Overview

The contract pertains to the operation, maintenance, and compliance reporting associated with the gas collection and control system (GCCS) at Perdido Landfill, as required by the Florida Department of Environmental Protection under specific air permits. These permits mandate adherence to federal environmental standards, including 40 CFR 60 Subparts WWW and XXX, which govern landfill gas emissions, as well as 40 CFR 63 Subpart AAAA, focusing on hazardous air pollutants from municipal solid waste landfills. The landfill gas collected is primarily directed to a landfill gas-to-energy facility managed by Florida Power & Light, while any excess gas is flared using a non-assisted, open-utility flare system. Currently, the GCCS is managed by Escambia County Solid Waste Staff. Due to decreasing available air space at the landfill, there will be increasing operational challenges requiring close coordination to avoid disruptions in GCCS functionality during ongoing landfilling activities. The contract involves the resolicitation of services for Title V compliance reporting along with design, construction, and maintenance of the GCCS. The solicitation is managed by the Florida Purchasing office in Pensacola, with Tammy Straughn serving as the primary contact. Responses to the solicitation are due by February 12, 2026. The emphasis is on ensuring continuous compliance with regulatory requirements while managing operational constraints at the landfill site.

Full Description

The Florida Department of Environmental Protection (FDEP) Air Operations Permit (0330246-013-AV) and Air Construction Permit (0330246-014-AC) require Perdido Landfill to operate and maintain the gas collection and control system (GCCS) in compliance with 40 CFR 60 New Source Performance Standards Subpart WWW and Subpart XXX. In addition, the facility is subject to 40 CFR 63 Subpart AAAA, National Emission Standards for Hazardous Air Pollutants: Municipal Solid Waste Landfills. Collected landfill gas is sent to a landfill gas-to-energy (LFGTE) facility owned and operated by Florida Power & Light (FPL) (formerly Gulf Power). Surplus gas is sent to the blower flare station using a non-assisted, open-utility flare. Currently, GCCS is operated by Escambia County Solid Waste Staff. As the available air space is reduced, conflicts between landfilling operations and maintenance of the GCCS will increase. Close coordination will be required to prevent interruptions of GCCS.
