The Department of Homeland Security, acting through the Coast Guard, is pursuing a sole source procurement under FAR Part 13.5 for telecommunications infrastructure at the Coast Guard Air Station located at the San Francisco International Airport. The requirement includes the installation of structured cabling infrastructure, network operations center services, and two digital signal level three (DS3) circuits. These services necessitate single mode fiber optic or broadband coaxial cabling extending from the main point of entry to the Coast Guard Telecommunications room. The contract structure consists of an initial installation period followed by four one-year options for recurring services and maintenance support, with a total estimated value of 336,000 dollars. The San Francisco International Airport Authority is identified as the uniquely qualified and sole responsible source for this award because they own and control all cabling and pathway facilities at the airport. Market research confirmed that other providers, including AT&T, do not have access to the necessary infrastructure due to a Public Utility Commission decision. This procurement, identified by solicitation number HSCG89-09-R-65D028 and NAICS code 238210, is justified under 41 U.S.C. 253 (c)(1) and FAR 6.303-1(b)(3) due to the lack of alternative service providers with access to the required facilities.

The Coast Guard intends to solicit, negotiate and award a sole source procurement using procedures FAR Part 13.5 test programs for Commercial items to San Francisco International Airport, P.O. Box 8097, San Francisco, CA 94128. The Coast Guard requires: telecommunications structured cabling infrastructure, network operations center services, and two digital signal level three (DS3) circuits for CG Air Station located at the San Francisco Airport. There will be the initial installation plus 4 one year options that may be exercised for the recurring services and maintenance support. These services require single mode fiber optic cabling or broadband coaxial cabling with at least two separate DS3 circuits from the main point of entry (MPOE) at the San Francisco International Airport to the Coast Guard Telecommunications room at the administration building at the San Francisco airport. CRITICAL REQUIREMENT: The SFO Airport Authority ITT is the only service provider that provides structured cabling pathways and fiber optic cabling for customers at the San Francisco Airport. The Coast Guard contacted AT&T, the Local Exchange Carrier, and only other service provider we know provides these services for SFO International Airport Authority customers. AT&T told the Coast Guard that all structured cabling and infrastructure was turned over to the SFO International Airport Authority in 1998 as result of a Public Utility Commission decision regarding all telecommunications structured cabling and infrastructure. The San Francisco International Airport Authority is uniquely qualified as the only service provider because they own the cabling and pathway facilities at the SFO airport. No other service provider has access to the San Francisco Airport Authority cabling and infrastructure facilities. When asked for other service providers, the San Francisco Airport Authority responded that no other service providers are allowed usage of their structured cabling infrastructure or facilities. This is not a request for quotation, however interested parties may identify themselves and their capacity to satisfy this Coast Guard requirement, if no responses are received within 7 days negotiations will be conducted with SF Airport. No telephone inquiries.
