The contract involves a five-year Monitoring and Evaluation (M&E) services project, with a potential one-year extension, to support USAID's Feed the Future (FTF) initiative in Nepal. The project aims to reduce hunger and poverty and improve nutrition by focusing on agricultural productivity, nutrition, and business literacy. The contractor will conduct baseline, mid-term, and endline data collection, perform data analysis, prepare evaluation reports, and disseminate findings to USAID and the public. The estimated contract value ranges from $1.5 to $2 million, and the performance period extends from November 15, 2012, to November 14, 2017. This solicitation restricts competition to local Nepali organizations, following U.S. legislation encouraging local procurement to foster cost savings, capacity development, and quicker program implementation. Technical support and training during the first three years will be provided by the International Food Policy Research Institute (IFPRI) through a separate USAID agreement. The Request for Proposals was anticipated to be issued in June 2012, with proposals due in August 2012. USAID emphasized that contract award depends on funding availability and will not reimburse proposal preparation costs. Prospective bidders were advised to monitor official USAID and FedBizOpps websites for updates and to participate in a planned pre-proposal conference after the solicitation release.
