The U.S. Geological Survey Woods Hole Coastal & Marine Science Center requires repairs to its multibeam sonar system, which is essential for high-resolution digital mapping of coastal seafloor environments. The system's capabilities support critical research on coastal erosion, shoreline response to storms, offshore resource assessment, and sediment transport. The repair aims to restore the existing system's functionality more cost-effectively than purchasing new equipment, ensuring continued data collection for bathymetry and backscatter analysis. The sonar system specifications include a lightweight head assembly under 8 kg, operating within a broad frequency range of 190 to 420 kHz, with beam widths varying at different frequencies, and capable of supporting between 10 and 1024 beams. It is designed for depths up to 375 meters at 200 kHz and 150 meters at 400 kHz, with high depth resolution of 6mm, and integrates seamlessly with existing hardware. The contract, posted by the Department of the Interior's Office of Acquisition Grants-National, is set under NAICS code 541380 and involves procurement activities related to passive soil gas sampling, drilling, analysis, and data delivery, including isopleth maps and Leve IV data packages. The solicitation was issued on March 6, 2025, with a response deadline of March 12, 2025. The point of contact for inquiries is Hyma Nair, reachable via email at [email hidden] or by phone at [phone hidden]. The contract aims to support ongoing geophysical and environmental research efforts in the coastal regions of the United States.

Statement of Work: Multibeam sonar repair Introduction: The U. S. Geological Survey (USGS) Woods Hole Coastal & Marine Science Center (WHCMSC) has the need to repair the multibeam sonar that was sent in for annual inspection and service. The proposed repair is needed to maintain the capability of digital acoustic seafloor mapping of U.S. near shore coastal waters and inland waterways. Collection of bathymetry and backscatter data, when coupled with an understanding of sub-surface geology, is fundamental to USGS research and provides a framework for addressing coastal erosion, coastal evolution, shoreline/coastal response to large-scale storm systems, offshore resources, and sediment transport studies. The WHSC requires a precision multibeam sonar system to conduct digital acoustic mapping of our coastal oceans, estuaries and coastal shoreline. The repair to the existing system is a more cost-efficient means to maintain these capabilities than procuring an entirely new system. System Requirements and Salient Characteristics: - This work requires the following measurements and specifications: Light weight (< 8 kg) sonar head assembly 190 - 420kHz wide band frequency range 1 degree center beam across track beam width at 400kHz 2 degree center beam across track beam width at 200kHz 1 degree along-track beam width at 400kHz 2 degree along-track beam width at 200kHz Minimum 10 beams to maximum 1024 beams 0.5 to 150 meter typical depth rating at 400kHz 0.5 to 375 meter typical depth rating at 200kHz 300 meter max depth rating at 400kHz 575 meter max depth at 200kHz 50 pings/s max ping rate Pulse length 15 to 300 microseconds Depth resolution 6mm Sonar head depth rating 50 meters Normalized backscatter Integrates with existing multibeam sonar hardware.

Z--EROS Removal and replacement of chilled and conden
Solicitation # 140G0126Q0288
Request for Quote 140G0126Q0288 is a total small business set-aside issued by the Department of the Interior for the removal and replacement of chilled, condenser, and heating water piping at the USGS Earth Resources Observation and Science Center in Sioux Falls, South Dakota. The scope of work includes installing new piping networks, updating pneumatic controls to electric actuators in the 1996 building addition, and ensuring the system can support the simultaneous operation of two York chillers at approximately 600 tons. The project requires a phased construction approach to ensure that facility offices and computer rooms remain fully operational, with a strict prohibition on weekend work. The period of performance is scheduled from November 4, 2026, to July 31, 2027. The government will award the contract using the Lowest Price Technically Acceptable process, evaluating offers based on firm-fixed-price reasonableness, technical approach, and past performance. Bidders must provide a technical proposal detailing their phasing plan and submit three past performance questionnaires. Compliance requirements include adherence to the Davis-Bacon Act for prevailing wages, the provision of performance and payment bonds, and the use of AABC or NEBB certified firms for testing and balancing. Submissions must include a completed SF 1442 and a detailed bid schedule, with all quotes submitted electronically to the designated point of contact.

D--Intent to Award
Solicitation # 140G0126Q0188
The U.S. Geological Survey intends to award a sole source purchase order to EarthScope Consortium, Inc. for the long-term archiving, curation, and dissemination of continuous Global Navigation Satellite System data generated by USGS-supported monitoring stations, with a period of performance spanning from August 1, 2026, through June 30, 2031, including four one-year option periods. This action is justified under FAR 13.106-1(b)(1) due to EarthScope Consortium’s unique status as the sole nationally recognized, USGS-approved repository for GNSS data that meets the agency’s Fundamental Science Practices requirements for trusted, discipline-appropriate data management. EarthScope operates the GAGE geophysical data facilities, which already provide scalable, production-level infrastructure, standardized workflows, and metadata frameworks used by USGS and other federal and academic partners, eliminating the need for redundant or incompatible systems. The decision follows comprehensive market research that confirmed no other entity can provide equivalent services without prohibitive cost, delay, or fragmentation of data standards. The requirement includes routine annual archiving for active stations and a single ingestion of historical data from a legacy station, with all services delivered through an existing, certified cyberinfrastructure that ensures data integrity and broad accessibility. EarthScope’s established role as the primary national hub for GNSS data, its deep integration with USGS science operations, and its proven compliance with federal data governance policies make it the only viable source for this critical function. The contracting office has determined that competition would be impractical due to the specialized technical, scientific, and infrastructure requirements, and future competitions would only be considered if new repositories are formally recognized as meeting USGS FSP standards or if the agency develops an internally managed archive of equivalent capability. Questions regarding this intent to award must be submitted to the Contract Specialist by June 29, 2026, and the action will proceed under simplified acquisition procedures without soliciting competitive bids.
