IAW with FAR 16.505(b)(2)(II)(D) notices must be published when an order does not provide for fair opportunity. IAW FAR 16.505(b)(2)(i)(B), only one vendor is capable of providing the supplies and incidental service because at the present moment only one vendor possesses the certification necessary to perform work on a DoD based network. The NETCENTS-2 Products contract is a mandatory source for the purchase or lease of Netcentric products for USAF customers. T-Metrics is the company that manufactured Langley's current telephone equipment and software solution for ACC and has the proprietary ownership of the equipment and software required. General Dynamics is the only NETCENTS-2 vendor authorized to obtain and perform the installation of T-Metrics equipment. T-Metrics is not a NETCENTS-2 IDIQ vendor. The required equipment cannot be obtained from another company and similar products cannot be modified to meet the needs of the Government. Market research determined this requirement should be awarded on a sole-source basis as the equipment and service needed for this effort are only available from one responsible source on the mandatory NETCENTS-2 contracting vehicle. Presently, the T-Metrics solution is the only verified Joint Interoperability Test Command (JITC) approved system for the EFI&T upgrade. JITC is DoD's Joint Interoperability Certifier and only non-Service Operational Test Agency for Information Technology (IT)/National Security Systems (NSS). This certification allows products and services to operate on DoD based networks. Additional market research identified two other vendors, to include CISCO and Digium, who possessed the capability to EFI&T an upgrade of Air Combat Command's Consolidated Operator Answering System, but these systems were not presently JITC approved. The Air Force will continue to monitor different JITC approved solutions in the commercial market place in order to maximize competition.

Air Combat Command (ACC) Counter Small Unmanned Aircraft System (C-sUAS) as a Service
Solicitation # FA4890-261013
The Air Combat Command (ACC) is conducting market research via solicitation FA4890-261013 to identify industry capabilities for a Contractor-Owned, Contractor-Operated (COCO) Counter Small Unmanned Aircraft System (C-sUAS) as a Service. This initiative seeks a turn-key solution for the supply, operation, maintenance, modernization, and disposal of C-sUAS components to protect Department of the Air Force installations. The government envisions an initial prototype deployment at two Continental United States (CONUS) Air Force installations, with potential options to scale across additional ACC sites based on performance. Technical requirements for the service include a detection and tracking range between 3 and 5 miles for Group 1–2 sUAS, a neutralization rate of 95% to 98%, and operational uptime of 95% to 98%. The system must be capable of independent operation for up to 96 hours and integrate seamlessly with Base Defense Operations Centers, Wing Operations Centers, and Joint C2 frameworks. Compliance with the DAF Risk Management Framework, Anti-Tamper standards, and Cybersecurity Maturity Model Certification benchmarks is mandatory, alongside adherence to 10 U.S.C. § 130i authorities. Interested respondents must submit a capability statement not exceeding 20 pages by November 1, 2026. Submissions should be delivered in PDF format to Contracting Officer Timothy Overby and Contract Specialist Jennifer Judkins. The response must cover corporate experience from the last five years, technical feasibility, operational posture regarding legal authorities, cybersecurity architecture, and recommended commercial business models for pricing and mobilization.

The 84th Radar Evaluation Squadron (84 RADES) Combined Support Services contract, solicitation FA489010062026, seeks a provider to deliver comprehensive management and skilled labor to support radar-centric planning, optimization, and evaluation at Hill Air Force Base, Utah. The scope of work includes software sustainment for mission-critical applications, radar technical advisor and analyst services for complex sensor evaluations, information technology and cybersecurity support, and administrative travel coordination. The primary objective is to ensure the Warfighter has a responsive and sensitive integrated radar picture through technical guidance, test measurement, and system condition analysis. The anticipated award date is February 1, 2027, with a base performance period from May 1, 2027, to April 30, 2028, and four optional twelve-month extensions.
