Toledo Urban Forestry Smart Tree Inventory

The City of Toledo’s Division of Urban Beautification is seeking a qualified firm to conduct a comprehensive Smart Tree Inventory of approximately 150,000 trees located within public rights-of-way spanning 1,154 street miles and 300 acres of park space. The project will leverage advanced technologies including LiDAR, high-resolution imaging, and machine learning to create a detailed digital record of the urban forest, followed by field verification and analysis by certified arborists to assess tree health, structural integrity, and risk levels categorized as Low to Extreme. The resulting data will establish a baseline for the urban forest condition and inform a prioritized three-year pruning and removal schedule, as well as long-term budgeting and workload planning. The firm must deliver a 15-page Summary Report & Action Plan, a digital GIS layer identifying high-risk trees requiring removal within one year, a rolling inventory and cost-phasing prescription for future cycles, and a web-based geospatial platform with 3D digital twins and ESRI-compatible data exports—all using non-proprietary formats integrated with the City Works asset management system. The contract has a one-year base term with up to three one-year renewal options and requires full compliance with local, state, and national arboricultural standards. Proposal submissions must be uploaded through the PlanetBids portal by the deadline of August 25, 2026, and include extensive administrative and compliance documentation such as the Professional Services Contract, Vendor Registration Form, Business Tax Registration Form, notarized Child Support Affidavit, current Workers’ Compensation Certificate, W-9, EEO Compliance Certification, Debarment Certification, Living Wage Affidavit, and Insurance Certificate naming the City as an additional insured. The evaluation is a best-value trade-off process weighted at 100 total points, where technical merit accounts for 70 points across factors including experience, past performance, understanding of the project, staffing, schedule, and DBE participation, while cost represents 15 points.
