7A--USNIC SAR Data Recompete
Solicitation # 1305M327Q0012
Solicitation 1305M327Q0012 is a request for quotation for the procurement of unclassified, all-weather, day/night Synthetic Aperture Radar (SAR) imagery to support the operational mandates of the U.S. National Ice Center and the USCG International Ice Patrol. The contract follows a Firm Fixed Price framework and requires a global coverage SAR constellation capable of delivering at least 60 million square kilometers of imagery annually. Key performance requirements include the delivery of standard, GIS-ready, and low-bandwidth imagery variants to USNIC servers within four hours of acquisition. The period of performance consists of a base year from December 6, 2026, to December 5, 2027, with four subsequent option years extending through December 5, 2031. The procurement is not set aside for small businesses and utilizes NAICS code 517410. Award will be based on best value, with non-price factors—specifically technical capability and the Business Continuity and Disaster Recovery Plan—weighted approximately equal to price. The contract structure includes CLINs for base year and option year SAR data delivery, with specific additions for ad-hoc iceberg reconnaissance support for the International Ice Patrol. Total estimated price ranges are approximately $900,000 to $1,000,000 for primary data delivery and $5,000 to $20,000 for targeted reconnaissance. Quality is measured by strict service level agreements, including a 95 percent delivery success rate within the latency window and 98 percent system availability.
