TOS No. 25-167 - Palisades Branch Library Replacement Project

Task Order Solicitation No. 25-167, issued by the City of Los Angeles Bureau of Engineering, seeks a consultant to provide geotechnical and environmental engineering services for the reconstruction of the Palisades Branch Library at 861 North Alma Real Drive. The project is a like-for-like rebuild of approximately 12,000 square feet of interior and 3,000 square feet of exterior space, following the destruction of the original facility by fire on January 7, 2025. The scope of work includes reviewing existing geotechnical data, developing a health and safety plan, conducting geophysical investigations, performing geotechnical and environmental drilling and sampling, and completing laboratory testing. The final deliverables are a geotechnical investigation report and a limited Phase II Environmental Site Assessment report, both of which must be delivered within 12 weeks of the Notice to Proceed. This solicitation is restricted to the top three firms on the Pre-Qualified On-Call list: Verdantas, Inc., Geosyntec Consultants, and Fugro USA Land, Inc. Proposals must include a project understanding, related experience, team organization, a detailed scope and schedule, and a fee estimate. Compensation is primarily on a lump sum basis, except for laboratory testing which requires unit costs. The contract mandates compliance with FEMA requirements, California State Labor Code Section 1720 for prevailing wages, and specific subconsultant participation goals for MBE, WBE, SBE, EBE, and DVBE firms. Additionally, all technical documents must meet ADA Title II and WCAG 2.1 accessibility standards. Proposals are due by October 14, 2026, and must include a Non-Collusion Affidavit and a completed Schedule B subconsultant list.
