This procurement is a Total Small Business Set-Aside under NAICS code 81111, reserved exclusively for small businesses, and will be awarded as a firm fixed price purchase order using simplified acquisition procedures. The contract supports preventive maintenance and repair services for Low Speed Vehicles (LSVs) at the Naval Surface Warfare Center Panama City Division in Panama City Beach, Florida, with a base year and two option years, creating a potential three-year performance period. Offers must be submitted as a PDF on company letterhead to terra.s.roberts.civ@us.navy.mil by July 14, 2026, and must include the CAGE code, lead time, and detailed pricing for the base year as well as estimated costs for each of the two option years. Shipping costs must be itemized separately if not included in the base price. Contractors must be capable of invoicing through Wide Area Workflow (WAWF), and payment terms are NET 30 days. CMMC Level 1 certification is mandatory prior to award, and all technical deliverables must comply with the Statement of Work, including submission of Test/Inspection Reports and Maintenance Service Reports within three business days of each assessment using Microsoft Office 11-compatible formats. These reports must contain cost estimates for repairs and include the required Distribution Limitation Statement. The Government will evaluate proposals based on best value, considering technical approach—encompassing quality, delivery, and past performance—alongside price, using a trade-off analysis rather than lowest price technically acceptable. No standard FAR clauses are explicitly listed, but compliance with data item descriptions DI-MGMT-80995A and DI-NDTI-80809B is required for report content. Inspection occurs at the destination in Panama City Beach, with the Government responsible for acceptance. All submissions must reflect small business status and adherence to cybersecurity and documentation standards outlined in the SOW.

The solicitation is conducted under FAR Part 13 as a simplified acquisition using a combined RFQ format, with responses due by July 29, 2026, and requires submission of a capabilities statement, proof of past performance for similar work, and a valid CAGE code. Evaluation will prioritize price as the most significant factor, followed by delivery, quality, and past performance, indicating a best-value trade-off approach rather than a lowest-price technically acceptable process. The contract includes standard FAR clauses covering executive compensation reporting, safeguarding covered contractor information systems, prohibited telecommunications and surveillance services, cybersecurity compliance, and item unique identification requiring MIL-STD-130 compliant Data Matrix barcodes. Special contract requirements unique to this award include C-204-H001, which imposes a three-year non-compete restriction on the contractor regarding NAVSEA missions, mandates employee training on confidentiality, and grants the contractor third-party beneficiary rights for unauthorized disclosure of protected information, while also allowing unrestricted access to submitted data by Navy support contractors. Additionally, C-211-H018 clarifies that government approval of deliverables does not relieve the contractor of obligations or assume liability. Invoicing must be submitted electronically through WAWF, and no payment office or appropriation data are provided. All representations and certifications from the offeror, including UEI, CAGE code, small business status, and compliance with cybersecurity and foreign sourcing prohibitions, are required but not yet submitted, and the contract has no defined monetary value due to the absence of pricing details in the solicitation.
