Tower Replacement - Monarch Pass

The contract is for the replacement of a 25-foot self-support tower with a new 40-foot self-support tower at Monarch Pass, Colorado, under solicitation number IFB1-RFAA-2026000181-6, issued by the Colorado Department of Public Safety, Division of Homeland Security & Emergency Management. The scope includes installation of tower-mounted equipment, an ice bridge, modifications to an existing CMU shelter, replacement of the generator and automatic transfer switch, removal of the existing tower, access road repairs, site grading, erosion control, and exterior grounding. All work must comply with Colorado-specific standards, including foundation designs signed and sealed by a registered Colorado professional engineer, and ice bridge grating must withstand 100 pounds per square foot per AISC safety factors. The estimated contract value is $554,500, and award will be made to the lowest responsible bidder, with consideration of Colorado resident bidder preference and adherence to State Prevailing Wage requirements under C.R.S. 24-92-201 through 210. Bidders must not have been previously terminated by the State for non-performance and must provide evidence of compliance with all bonding and insurance requirements, including Performance and Labor and Material Payment Bonds amounting to at least 50% of the contract value on approved State forms, as well as Commercial General Liability, Automobile Liability, Workers’ Compensation, Umbrella Liability, Builder’s Risk, and Pollution Liability Insurance. Electronic weekly payroll reporting in an OSA-approved format and daily site logs of employees are mandatory, and all equipment must be properly labeled with owner name, transmitter frequencies, FCC or NTIA authorization, power outputs, and a 24-hour contact number. Appropriate apprenticeship utilization certifications are required for specified trades, and a W-9 with a valid TIN must be submitted. Upon award, the contractor must execute the agreement within
