The 147th Attack Wing (ATKW) of the Texas Air National Guard has announced its intention to award a sole source contract for inspection services of its existing aircraft shelters in Houston, Texas. The contract specifies that all required management, tools, materials, equipment, and labor must be provided by the contractor to conduct thorough bi-annual inspections, as well as additional inspections if the shelters are subjected to wind or snow loads near their design limits. The scope of work includes checking and adjusting fabric and PVC tension, ensuring proper tension and security for rods, shackles, wind bracing cables, and node restraint cables, inspecting and repairing any holes or damage in the PVC cover, treating areas of corrosion, checking the integrity and tightness of various bolts, and assessing the steelwork for missing or damaged parts. Removal of bird netting may be necessary to complete many of these tasks. This contract is set as a sole source procurement because the shelters were originally purchased from Rubb Inc., and only inspection or repairs performed by Rubb Inc. will maintain the warranty on the structures; work by any other vendor would void the warranty. The procurement is conducted in accordance with FAR 13.106-1(b)(1), soliciting from a single responsible source. The notice, titled "Rubb Shelter Inspections" with solicitation number W50S77-25-Q-0002, is classified under NAICS code 332311, and does not have a set-aside designation. Interested parties must respond before the deadline of August 19, 2025. For more information, the primary and secondary points of contact are SMSgt Shawn T. Stewart and MSgt Buddy Ciemiengo.
