Introduction and Background The Town of Cardston and the Board of the Jim and Mary Kearl Library are seeking proposals from qualified consultants or consulting firms to conduct a comprehensive review of the operations and finances of the Jim and Mary Kearl Library. The purpose of this review is to support the Town and the Library Board in ensuring the library is operating efficiently, implementing best practices, meeting community needs, and planning effectively for the future. The consultant will be expected to provide actionable recommendations for improvement and identify best practices in municipal library operations, space utilization, financial sustainability, and community engagement. 2.
