Town of Chelsea Accessibility Ramp RFP

The Town of Chelsea is soliciting bids to remove and replace an accessibility ramp at the Town Hall, requiring full compliance with current ADA standards while maintaining aesthetic consistency with the historic character of the building. The new ramp must ideally connect directly to the main sidewalk, and bidders are required to specify material selections such as composite or pressure-treated wood, along with post and baluster design details. Contractors must evaluate and, if necessary, replace existing foundations and footings, conduct all field measurements, and properly dispose of the old ramp. Site preparation including ground modification to accommodate installation is mandatory, and the contractor is responsible for protecting adjacent buildings, landscaping, and infrastructure throughout the project. A site visit is required prior to submitting a proposal, and bidders must provide proof of bond and insurance with their submission. All proposals must be submitted by 11 a.m. on August 28, 2026, via email or mail, clearly labeled with the project title and deadline, and include a cover sheet with bidder contact information and a detailed cost breakdown. The work must be completed by June 30, 2027. Proposals will be evaluated based on price, ability to meet the timeline, experience and reputation—including past performance with Chelsea or other municipalities—quality of proposed materials and services, and overall ability to meet all specified terms and conditions. The Selectboard retains the right to award the contract to the bidder that best serves the Town’s interests, even if the proposal is not the lowest.
