Town of Chelsea Exterior Storm Windows RFP

The Town of Chelsea is soliciting bids to replace all exterior storm windows at the Chelsea Town Hall located at 296 VT Route 110, Chelsea, VT 05038, with the work required to be completed by June 30, 2027. The windows must preserve the historic appearance of the building while being fully weather sealed and functional, including glass and screens that can be raised and lowered to accommodate seasonal weather changes. Bidders are responsible for conducting all field measurements prior to ordering materials and must submit material options for approval by the Town. The contractor is required to dispose of all waste generated during the project and to protect existing buildings, landscaping, and infrastructure from damage. A site visit is mandatory prior to submitting a proposal, and interested parties must schedule this visit by contacting Grants Administrator Kasey Peterson at 802-625-2023 or grants@chelseavt.us. Questions must be submitted by email no later than 11 a.m. on August 24, 2026. Proposals must be received no later than 11 a.m. on August 28, 2026, and may be submitted via email to grants@chelseavt.us or by mail to PO Box 266, Chelsea, VT 05038, Attn: Selectboard. Each submission must include a cover sheet with the RFP title, bidder name, physical address, and all contact information, and must clearly state the bid proposal value with a detailed breakdown of what is included. Bidders must also provide a copy of their bond and insurance documentation. The Chelsea Selectboard will evaluate proposals based on price, ability to perform within the specified time frame, experience and reputation—including past performance with Chelsea or other municipalities—quality of materials and services, and ability to meet all terms and conditions. Although no award ceiling or estimated value is specified, the Selectboard reserves the right to accept any bid, even if not the lowest, based on its sole judgment of what best serves the Town’s interest.
