The Town of Okotoks is soliciting proposals from qualified contractors to carry out significant infrastructure upgrades along Riverside Drive and South Railway Street, divided into two phases. Phase 1, slated for completion in 2026, focuses on sanitary sewer upsizing between Northridge Drive and just east of Veterans Way, alongside enhanced surface improvements, including new parking lanes, a traffic circle at Veterans Way, an at-grade pedestrian crossing over the CPKC tracks, and minor parking enhancements along Daggett Street. Contractors will also be expected to collaborate closely with the design team during Phase 1 to support the development of detailed plans for Phase 2. Phase 2, which is targeted for completion in 2027, involves underground and surface work to realign South Railway Street in preparation for the River’s Edge Development. Key tasks include reclaiming contaminated soil, regrading for flood protection, and constructing a stormwater management facility. Surface enhancements will feature additional parking lanes, a traffic circle at Lineham Avenue, and pedestrian-friendly hardscape areas such as plazas and pathways. Sanitary upsizing from Lineham Avenue to Oak Avenue is also planned, though its exact phase designation is pending confirmation. The project is issued under a negotiated request for proposal process by the Town of Okotoks, with a submission deadline in early April 2026 and managed by Contracting Authority Matthijs Mak.

Full Description

The Town of Okotoks (the “Town”) is seeking Proposals from qualified contractors to execute deep utility and surface corridor upgrades along Riverside Drive and South Railway Street. The project will be undertaken in two phases, with Phase 1 scheduled for completion in 2026 and Phase 2 in 2027. Phase 1 consists of sanitary upsizing improvements extending from Northridge Drive to just east of Veterans Way. In addition, enhanced surface upgrades are required from the library to the eastern boundary of Phase 1. These enhancements involve construction of new parking lanes, installation of a traffic circle at Veterans Way, and an at-grade pedestrian crossing over the CPKC tracks. Minor surface upgrades along Daggett Street will also be performed to increase available parking. Throughout Phase 1, the contractor is expected to support the design team (referred to as “Design Assist”) as the scope of Phase 2 advances from preliminary to detailed design. Phase 2 encompasses underground and surface improvements necessary to realign South Railway Street in anticipation of the River’s Edge Development. The project site will require reclamation of contaminated material, regrading for flood protection, and development of a stormwater management facility to service the River’s Edge community. Surface improvements include additional parking lanes, creation of a traffic circle at Lineham Avenue, as well as hardscape pedestrian areas such as plaza spaces and pathways. Sanitary upsizing from Lineham Avenue to Oak Avenue is also planned; however, confirmation is pending regarding whether this work will be included in Phase 1 or Phase 2.
