The acquisition is not set aside for small business concerns and utilizes a firm-fixed-price, indefinite-delivery/requirements contract structure with a base year and four optional one-year periods, plus a potential six-month extension under FAR 52.217-8. Performance will be delivered at the FCC Forrest City location, with service commencement required within 30 days of award, and all services must conform to community standards and applicable federal, state, and local regulations. The scope includes inpatient and outpatient facility services, physician services, mobile imaging, and related medical support, all governed by a detailed Performance Work Statement and supported by attachments covering medical care classification, performance metrics, formulary requirements, and vendor attestations. The contract incorporates numerous FAR and Department of Justice-specific clauses, including whistleblower protections, security prohibitions, information safeguarding, personnel security requirements, privacy compliance, and insurance mandates for medical liability and workers compensation. Offerors must be registered in SAM with a valid UEI, adhere to organizational conflict of interest restrictions, submit a Quality Control Plan prior to performance, and comply with stringent administrative and security protocols including pre-award security investigations for all providers and limitations on non-U.S. citizen access to DOJ IT systems. The Town of Sundre, along with Mountain View County and surrounding areas, is experiencing growth that necessitates enhanced health services. The existing Myron Thompson Health Centre in Sundre is no longer adequate to meet the region's needs, prompting the development of a new centralized community health facility. This facility aims to consolidate health and emergency services to improve primary care delivery, reduce wait times, and better utilize resources. Additionally, the project holds potential economic benefits and envisions serving as a rural training center for health practitioners. The concept follows the model of a successful 2023 initiative in Beaverlodge, where a joint venture between the town and a development group led to an integrated health services campus through a lease agreement with Alberta Health Services. The proposal invites preferred partners to suggest either replacing the facility at its current location or identifying a more suitable site, which may involve land exchanges with the Government of Alberta or the Town of Sundre. Such land transactions could be factored into the equity structure of a joint venture. The Town of Sundre, under the Government of Canada, is issuing this request for expression of interest with a deadline of January 30, 2026. The contracting authority for this solicitation is Lindsay Duke, who can be contacted via email, and further details can be accessed through the official Canadian government procurement website.

The Town of Sundre, Mountain View County, and neighboring areas are expected to see continued growth withing the Sundre Region. Addressing the need for health services will continue to be a high-level requirement of the region. The Town of Sundre’s Myron Thompson Health Centre in Sundre is no longer able to fulfil the health needs of the region. A new community health facility is needed in the Town of Sundre to serve as a centralized location for health and emergency services as well as in Mountain View County and neighboring areas. With this new facility there is an opportunity for a new service delivery model that would improve primary care, provide numerous services that the community requires, improve access and waiting times, while efficiently utilizing resources, potentially become a catalyst for economic development as well as serve as a rural training centre that would specialize in the training of rural health practitioners. The vision of this new development is based on a similar successful project for the town of Beaverlodge in 2023 where the town, and a development group formed a limited partnership to negotiate a lease with Alberta Health services to replace the existing Hospital, EMS center and Health services building into one integrated space. The Preferred Partner(s) (PP) is open to suggest replacement of the Sundre facility at its current site or to provide a different site that may be more suitable for the development. Options could include land swaps with the Government of Alberta or the Town of Sundre. These land transactions may or may not form a component of the equity provided to the joint venture.
