Track Ball Controllers

The United States Space Force is seeking three custom track ball controllers designed to remotely operate existing K-Mount optical tracking systems, with the goal of enabling operation from within secure facilities where personnel cannot be present. These controllers must interface directly with the L3 Brashear digital control system and meet all salient characteristics outlined in Attachment A1, including a USB HID interface, a minimum 10-foot cable length, compatibility with Windows 10/11, and a ~3-inch diameter ball. Offerors must provide dimensioned drawings and demonstrate proven technical capability to modify software libraries for full system compatibility, including a re-flash capability for future firmware updates. The requirement is strictly for a small business set-aside under NAICS code 334118 with a size standard of 1,000 employees, and only women-owned small businesses are explicitly eligible under the socioeconomic classification. This is a firm fixed price acquisition evaluated on a lowest price technically acceptable basis, where technical acceptability is a pass/fail threshold before price becomes the sole differentiator. All responses must be submitted electronically through SAM.gov by May 4, 2026, and offerors must hold their prices firm for 30 calendar days from the submission deadline. Deliverables include three fully assembled controllers, operation and service manuals, Windows drivers, firmware update tools, and limited post-delivery integration support and user training. The items must be delivered FOB destination to 867 Washington Ave, Bldg 12000, Lompoc, CA 93437-6117 by May 29, 2026, and accepted by the government at that location. Payment will be processed through Wide Area WorkFlow with the DoDAAC F4D1R3 as the designated payment and shipping code. Contractors must comply with multiple federal regulations, including safeguarding covered defense information under NIST SP 800-171, prohibitions on procuring equipment from restricted foreign suppliers such as Huawei and ZTE, adherence to Buy American requirements, and employee whistleblower protections. While no formal security clearance level is mandated, handling of defense information implies the need for personnel with appropriate access. No contract options are included, and the entire acquisition is structured as a single line item with no predefined pricing submitted, requiring offerors to propose their own unit and total evaluated prices for evaluation against technical acceptability.
