Trade Contractor Prequalification - WKRA

The City of Castlegar, with PCL Constructors Westcoast Inc. acting as Construction Manager, is conducting a trade contractor pre-qualification process for the expansion and renovation of the West Kootenay Regional Airport terminal in Castlegar, British Columbia. The project involves adding approximately 498 square meters of new floor area and includes terminal renovations, a second gate, baggage handling, screening spaces, retail units, and associated site work. Because the airport must remain operational during construction, contractors must be capable of managing phased work, controlled access, and careful coordination. The goal of this solicitation is to shortlist four to five qualified firms for various scope packages, including civil/site work, concrete and mass timber, roofing and building envelope, finishes and furnishings, and mechanical, electrical, and baggage conveying systems. Interested respondents must submit an English-language response by November 3, 2026, and are explicitly instructed not to provide pricing or commercial terms at this stage. Required documentation includes a completed CCDC 11 Contractor’s Qualification Statement, Appendix B regarding bonding capacity, Appendix C for additional information, and a COMPASS prequalification form. Submissions are evaluated on a 100-point scale, with 30 points awarded for proposed team and airport experience, 30 points for safety records and certifications, 20 points for COMPASS/SDI standing or bonding capacity, and 20 points for the ability to support a phased expedited schedule. Experience working within an active airport environment will also be a key consideration during the final tender award.
