The Naval Air Systems Command (NAVAIR) plans to issue an order to Raytheon under an existing Basic Ordering Agreement to conduct a trade study focused on modifying the Increment 1A (Inc 1A) ship system. The study aims to develop a scaled-back or altered capability version of this system to provide interim support for Navy carrier air wing aircraft and pilot certification operations at various fixed land-based Naval Air Stations. Additionally, it will evaluate the specific requirements and potential impacts related to the DDG 1000 class destroyers, such as waveform and bandwidth considerations. The objective is to identify a single technical solution that addresses the needs of both land and sea-based systems while ensuring that data transmissions comply with Federal Communications Commission regulations and do not interfere with civil aviation operations within the Continental United States. This procurement will be conducted under a sole-source authority, citing Raytheon as the only responsible source capable of fulfilling the requirements. The contract falls under NAICS code 334511 and is managed by the Naval Air Warfare Center Air Division, with the contracting office located in Patuxent River, Maryland. Key contacts include the Procurement Contracting Officer Robert Wolfe and Contract Specialist Stacy Wills from the Navy, as well as Raytheon’s Contracts Manager Don McFarland for small business or subcontracting opportunities. The work will address both fixed and mobile/tactical land stations as well as integration with DDG-1000 class destroyers, ensuring the Inc 1A two-way data link system functions effectively in a variety of operational environments.
