TRAFFIC ANALYSIS OF TAHOE KEYS/ELOISE/COUNCIL ROCK INTERSECTION

The City of South Lake Tahoe Public Works Department is soliciting proposals for a professional services agreement to conduct a traffic analysis of the five-legged intersection of Tahoe Keys Boulevard, Eloise Avenue, and Council Rock Drive. The primary objective is to evaluate potential traffic control modifications to improve operational efficiency and safety. The scope of work is divided into four key tasks: performing a Level of Service and queuing analysis for an all-way stop configuration with a focus on impacts reaching US 50, assessing the feasibility and conceptual layout of Rectangular Rapid Flashing Beacons, evaluating the impacts and traffic diversion forecasts associated with closing Council Rock Drive, and providing a final summary report comparing the advantages and disadvantages of all analyzed options. Proposals must be submitted via the Planet Bids portal or email by October 30, 2026, at 12:00 p.m. PST. Submissions are limited to five pages, excluding the itemized cost, and must include a brief statement of services, a completion schedule, and a fee breakdown by task. Selection will be based on the best value proposal as determined by the Director of Public Works. The successful consultant must maintain a City of South Lake Tahoe business license and provide monthly itemized billings, with payments issued within 30 days of approval.
