Traffic Controls

The City of North Las Vegas is soliciting bids for city-wide Traffic Control Setups under Solicitation BID B-1788 Addendum 2, with a proposal deadline of June 16, 2026. The contract, structured as a three-year agreement with the possibility of two one-year extensions, requires contractors to provide 24/7 traffic control services for City projects, excluding CIP projects, while ensuring full compliance with the Manual on Uniform Traffic Control Devices, Nevada Revised Statutes, Regional Transportation Commission standards, Clark County Uniform Standard Drawings, and FHWA guidelines. All temporary devices must be marked with the contractor’s name and telephone number in 2-inch non-reflective lettering, removed within 24 hours of project completion, and maintained to ensure ADA-compliant pedestrian and bicycle access. Contractors must also notify the City in advance of work near signalized intersections and transit stops and demonstrate the ability to respond immediately to emergencies. Bidders must submit a comprehensive proposal through the Nevada Government eMarketplace, including six mandatory exhibits: a business information statement, qualifications and experience documentation with three comparable project examples, an affidavit regarding workers’ compensation coverage, a non-collusion affidavit, a certification under NRS 332.065(4) stating no participation in a boycott of Israel, and a signed template of the City’s services agreement with any exceptions clearly noted. Failure to declare exceptions or submit required certifications may result in disqualification. The City will award the contract using the Lowest Price Technically Acceptable method, prioritizing responsiveness, responsibility, past performance, and lowest bid price, with no trade-off between cost and technical factors. Contractors must maintain insurance with a minimum A.M. Best rating of A:VII, include waivers of subrogation and additional insured endorsements, and provide a five-year extended reporting period for claims-made policies. All personnel are subject to City background checks, the contract prohibits assignment without written approval, and the City retains the right to terminate for convenience with payment limited to documented incurred costs.
