Hillsborough County intends to recommend the award of a noncompetitive procurement to Control Technologies, Inc., for the one-time purchase of a quantity of 56 (NEMA TS2 Type 2) Traffic Signal Controllers (XN-2), in the amount of $199,038.00. The functionality and use of this controller allows the County to replace the end of life legacy equipment within the existing traffic infrastructure, while also enabling compatibility with the forthcoming Advanced Traffic Management System to be implemented by Hillsborough County Traffic Management. This procurement is being made in accordance with Section 3-208(2) of the County’s Procurement Policy as the controllers are required to standardize and maintain interchangeability or compatibility as part of an existing integrated system to reduce financial investment, simplify administration, and is only reasonably available from Control Technologies, Inc. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly. Contractors who believe that they can provide the traffic controllers that are substantially and materially the same as those identified in the attached Quotation No. Hillsborough_03.21.24, dated March 21, 2024, must submit clear and convincing information to support a challenge of the intended award.
