Traffic Signal Design For N. Santa Fe Avenue & Angeles Vista Drive (CIP 8407) And S. Santa Fe Avenue & Santa Anita Drive (CIP 8408)

The City of Vista is soliciting proposals from a qualified engineering firm to design two new traffic signals at the intersections of N. Santa Fe Avenue & Angeles Vista Drive (CIP 8407) and S. Santa Fe Avenue & Santa Anita Drive (CIP 8408). The scope of work encompasses comprehensive engineering services including design surveying, underground utility and geotechnical investigations, roadway and electrical design, and the preparation of complete plans, specifications, and estimates (PS&E). The designs must incorporate safety luminaires, fiber optic interconnect, ADA-compliant curb ramps, intersection asphalt repaving, signing and striping, and pedestrian facilities, all aligned with City of Vista standards, the California Green Book, Caltrans standard plans, the CA MUTCD, and AASHTO guidelines. The consultant will also provide construction support services, ensuring compliance with technical specifications such as fiber optic attenuation limits of 0.4 dB/Km at 1310 nm, use of 2” PVC Schedule 80 conduit with factory-made bends, pull boxes spaced no more than 500 feet apart and not located within one foot of curb ramps, and proper labeling of conduit, pull boxes, and fiber cables with “SIGNAL COMMUNICATIONS” or “TRAFFIC SIGNAL” markings. All deliverables, including as-built drawings, must be submitted electronically in readable formats, meet high standards of accuracy and consistency, and obtain final approval from the City Engineer prior to acceptance. The procurement follows Qualifications-Based Selection (QBS), with award based on a trade-off of technical merit and best value, not on lowest price. Proposals will be evaluated across five weighted criteria: Project Understanding (30 points), Responsiveness to Client’s Needs (20 points), Firm’s Experience with Similar Projects (20 points), Staff and Project Experience (15 points), and Quality of Work Product (15 points). The estimated contract value is capped at $160,000, structured as a time and materials agreement with a not-to-exceed fee.
