This announcement constitutes a sources sought synopsis for purposes of conducting market research. Market Research is being conducted to seek qualified contractors other than BAE Systems (Operations) Limited with the skills, knowledge, and resources required to complete this effort. The Government is seeking qualified contractors to provide training and technical support services. These services are to support the Aeroflex 5820 units. The Air Force is in the process of preparing documentation to gain the required approval to issue a sole source Justification & Approval (J&A) for proposal to BAE Systems (Operations) Limited which has supported the Air Force in this capacity for the past several years. Statutory authority is 10 U.S.C. 2304 (C) (1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302-1. This sources sought synopsis is for information and budget planning only and does not constitute a solicitation, nor is it to be construed as a commitment by the Government. BAE Systems (Operations) Limited, is the only known source that has the requisite expertise of executing required training and technical services to support the Aeroflex 5820 units. BAE Systems (Operations) Limited is the Original Equipment Manufacturer (OEM) for the Aeroflex and owns the proprietary data and drawings used by the 523rd shop on Hill Air Force Base. The proprietary data is used to provide training for the Aeroflex program. The Ogden Air Logistics Center (OO-ALC) and the 523rd Avionics Squadron is designated as the source of training for all Aeroflex units. Subject to the Government's consideration, a viable source, not already qualified to provide the requisite services should submit a concise and service specific response presenting sufficient information to substantiate that: (1) they possess the necessary skills and resources to provide training for the Aeroflex composite program (2) they possess the OEM proprietary data and drawings used to provide training for the Aeroflex units. This notice of intent is not a request for competitive proposals. The Air Force will not pay for either the effort or the associated costs to respond, or for any information provided. The information provided is considered market research and may be utilized by the AF in developing its acquisition strategy Statement of Objectives, and Performance Specifications. Any proprietary information that is submitted may be used as a general concept but specific information will be safeguarded as proprietary, if so marked. A determination by the Government not to compete this proposed contract based upon responses to information received will be normally considered solely for the purpose of determining whether to conduct a competitive procurement.
